     Delegate Sobonya moves to amend the Committee amendment in subsection(b)of section five-a on page two at line sixteen immediately following the word "void" by inserting the following:
": Provided Further, that any ordinance which imposes a fee or assessment payable by any non-resident of a municipality, which is substantially equivalent to an occupation tax, is, also, hereby, null and void."
